Research shows that young children who receive high-quality learning opportunities are more likely to succeed in school and in life. California’s Universal Prekindergarten (UPK) program intends to provide this foundation for all four-year-old children by 2025-26. UPK includes the following: Head Start, California State Preschool, transitional kindergarten, subsidized programs operated by community-based organizations with a preschool learning experience, other prekindergarten programs serving three- and four-year-old children, family childcare, private preschool, and Expanded Learning Opportunities programs (ELO-P). Local educational agencies (LEAs) are required to plan for UPK and present the plan to their governing board or body by June 30, 2022.
