California’s Universal PreKindergarten (UPK) initiative ensures that every four-year-old has access to high-quality early learning by 2025–26. UPK offers families more ways to prepare children for kindergarten and for life.
UPK isn’t one single program; it’s a network of early learning opportunities that meet families where they are. This includes:

* California State Preschool Program (CSPP)
* Transitional Kindergarten (TK)
* Subsidized preschool programs led by community-based organizations
* Private preschool and family childcare with structured learning
* Expanded Learning Opportunities (ELO-P)
* Other early learning programs serving 3- and 4-year-olds
